The levior bot opens it through cli-api (POST /repos///pulls,
for a team's admin and edit roles), so the PR comes from a branch of the
repo and its CI gets the repo secrets. AGit pull requests run like forks,
without them, and there are no personal Forgejo tokens for tea or fj.
Title and body default to the branch's commits; the body notes who opened
it. An open PR for the same branches is returned instead of an error.

levior pr create: the flags of gh pr create ... c8082330b8

-R repo, -t/-b/-F body file (- for stdin), -f fill, -e editor (git's
editor: the title, a blank line, the body), -B base, -H head, -d draft
(a WIP: title, Forgejo's drafts), -w web (the filled-in compare page),
-a assignees, -r reviewers, -l labels by name (the repo's and its team's).
-r is now --reviewer as in gh; the repo moved to -R.
