The bot merged its infra PRs right away, before any plan or apply, which
also stops working once infra requires digger/apply. Now it waits in the
background for digger/plan to be green (up to 20 minutes), then comments
digger apply like a person would; Digger applies and merges. A failed
plan is left to people. The CLI still gets the PR link right away.
