Forgejo 16 has no API to re-run a run, only to dispatch a workflow, so
cli-api gets POST /repos///runs (admin and edit) and the
workflow needs workflow_dispatch: under on:. app-start's main build
died with the runner's Docker daemon and only an empty commit could
start it again.
