levior repo list shows the repositories you can see with their
description and last change (--json, -t team), as you or headless with
LEVIOR_FORGEJO_TOKEN: the one place people and Holmes look up which repo
is what, instead of lists kept by hand.

The description is required now (-d): the CLI refuses without one, and
cli-api's addRepo does too, matching infra's precondition (levior/infra
repos.tf).
